29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames, and uprights shall bear on base plates and mud sills or other adequate firm foundation. Workers were observed engaged in commercial construction activities building masonry dugout and concession structures. Workers were exposed to potential fall hazards in that the self-supporting tubular welded frame scaffolding system was not utilizing base plates.

29 CFR 1926.451(f)(7): Scaffolds shall be erected, moved, dismantled, or altered only under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration. Such activities shall be performed only by experienced and trained employees selected for such work by the competent person. Workers were observed engaged in commercial construction activities building masonry dugout and concession structures. Workers were exposed to potential fall hazards in that the self-supporting tubular welded frame scaffolding system was not erected under the supervision of a competent person.

29 CFR 1926.451(g)(4): Guardrail systems installed to meet the requirements of this section shall comply with the following provisions (guardrail systems built in accordance with Appendix A to this subpart will be deemed to meet the requirements of paragraphs (g)(4)(vii), (viii), and (ix) of this section): Workers were observed engaged in commercial construction activities building masonry dugout and concession structures. Workers were exposed to potential fall hazards in that a proper guardrail system was not installed.
