29 CFR 1910.101(b): The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in CFR 1910.6: (a) Hydrostatic Testing Room - One nitrogen cylinder and two carbon dioxide cylinders were stored adjacent to the aisle and were not secured. One of the carbon dioxide cylinders did not have a cap in place, on or about October 6, 2016. (b) Cylinder Warehouse - Cylinders on the periphery of the storage groups were not secured and many of the cylinders did not have protective caps in place, on or about October 6, 2016. (c) Dry Chemical Room - One nitrogen cylinder used to fill the extinguishers was not secured, on or about October 6, 2016. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
