29 CFR 1910.147(c)(4)(ii)(B): The energy control procedure did not clearly and specifically outline the specific procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy:  In the production area, at the facility at 1241 Park Street, Palmer, MA 01069, on 10/21/2016  the Hazardous Energy Control Procedure Form 50-141 for the Lewis  No. 20-F Travel Cut (S/N 20F-116) (aka Machine #29, and/or "Lewis" and/or "Straight Cut"), that was in use did not clearly and specifically outline the specific procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy:  (a) The procedure included steps to isolate hydraulic power, an energy source not associated with the equipment  (b) In the pneumatic isolation procedures, step 3 was not specific in that it included varied methods of isolation and did not identify the specific location of isolation devices.
