The fall hazard to the employees was approximately 12 feet to the ground with a roof pitch of 10 in 12.

29 CFR 1926.503(c)(3): Inadequacies in an affected employee's knowledge or use of fall protection systems or equipment indicate that the employee has not retained the requisite understanding or skill: a) Jobsite, 2101 Lovi Road, Freedom, PA: On or about October 12, 2016, employees were installing felt paper on a residential roof and were not protected from falling approximately 12 feet to the ground below. The employees did not utilize fall protection indicating they did not retain the requisite understanding and knowledge of the hazard and the required control.
