29 CFR 1910.36(c)(1): Each exit discharge did not lead directly outside or to a street, walkway, refuge area, public way, or open space with access to the outside: On October 18, 2016, the exit door from the back storage area, rear of the County Market building, was blocked by a stack of wooden pallets setting on the outside of the door, prohibiting opening the door and exit.

29 CFR 1910.36(d)(1): Employee(s) were not able to open an exit route door from the inside at all times without keys, tools, or special knowledge: On the exit door from the back storage area, rear of the County Market building, was a metal latch in the closed position at the time of the inspection, which required opening in addition to the door handle.
