29 CFR 1910.147(c)(7): The employer shall provide training to ensure that the purpose and functions of the energy control program are understood by employees and that the knowledge and skills required for the safe application, useage, and removal of the energy controls are acquired by employees. a) Coker Unit, Marathon Petroleum Refinery, Garyville, LA; On or about October 7, 2016, during the modification of a spool piece/"T" on Blowdown Settling Drum 05-1213, the employer failed to adequately verify that the system was energy isolated and drained.
