29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy as required by 29 CFR 1910.147(c)(4)(ii)(A) through (D):    During the month of July 2016, an employee conducting service work on a  Finn-Power C5 Turret Punch Press was exposed to hazardous energy due to moving part of the machine, and the company did not outline the scope, purpose, authorization, and techniques to control hazardous energy.   Specific energy control procedures did not exist for the following items:     -shutting down the machine using normal stopping procedures,  -specific locations and steps on the machine to isolate energy sources,  -and specific steps to verify machine has hazardous energy controlled.

The employer did not conduct a periodic inspection of the energy control procedures at least annually for machinery used in the sheet metal forming process, including but not limited to the Finn-Power C5 Turret Punch Press, to ensure that the procedure and the requirement of this standard were being followed.
