29 CFR 1926.451(g)(1):  Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level. Paragraphs (g)(1)(i) through (vii) of this section establish the types of fall protection to be provided to the employees on each type of scaffold.   At the job site, 22334 W. 66th Street, Shawnee, Kansas, employees engaged in masonry work from two separate scaffold end sections were exposed to fall hazards of approximately 10 feet two inches and approximately 12 feet to the ground surface below, in that guardrails or an equivalent means of fall protection were not used to prevent employees from falling.

29 CFR 1926.701(b): 1926.701(b):  All protruding reinforcing steel, onto and into which employees could fall, was not guarded to eliminate the hazard of impalement:  At the job site, 22334 W. 66th Street, Shawnee, Kansas, employees engaged in masonry work from the scaffold work platforms were exposed to impalement hazards in that they were working above unprotected reinforcing steel rods.
