On or about October 17, 2016, the employer did not ensure that employees utilized energy control procedures to control hazardous energy prior to cleaning scale out of the piping in the TMP chemical process unit. An employee was burned on the neck, back and arms after hot water was drained onto the hot coils of vessel E-810, creating steam, pushing the hot water out the open pipe onto the employee.
