Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:       a) At the jobsite (Lot #1, Bldg. #3):  Employees were framing a three-story building about twenty-two feet (22) above ground level without the use of appropriate fall protection. Employees were exposed to fall hazards on or about October 19, 2016.                                                                                                                                                                                    CORRECTED DURING INSPECTION.    Delcon Builders, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(1), which was contained in OSHA inspection number 965367, citation number 1, item number 1, and was affirmed as a final order on May 28, 2014, with respect to a workplace located at 100 N. State Street, Ephrata, PA 17522.
