OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard(s) of being struck-by or crushed-by:     Fort Bragg, SOF Civilian Affairs Battalion Complex:  On or about 10/27/2016, an employee suffered a severe forearm injury after being struck by a 450lbs bollard pipe that was improperly rigged and secured using a chain sling and a bobcat that wasn't outfitted properly to lift a heavy load.    Among other possible methods to abate this violation, one feasible and acceptable method to correct this hazard condition would be to comply with the requirements of the American Society of Mechanical Engineers Standard ASME B30.9-2014, Operating Practices, Section 9-1.10, Rigging Practices, 9-1.10-.4 paragraph (c).      ABATEMENT DOCUMENTATION REQUIRED

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:  Fort Bragg, SOF Civilian Affairs Battalion Complex:  On or about 10/27/2016, the employer did not provide hazard communication training to employees engaged in use of gasoline, concrete curing compound and concrete that contain hazardous components (Mineral Spirits 10%, Portland Cement 30%, Xylene 15% and Toluene 14%).
