29 CFR 1926.21(b)(2): The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury. (a) Construct Cover Over Hazmat Storage Lot (Project BP1501R), MCMWTC, Bishop - Noted on 10/13/16, the employer failed to provide adequate fall protection training to employees performing roof sheathing operations at heights in excess of 15 feet, therefore exposing them to fall hazards. Refer to 29 CFR 1926.503, sections (a-c) for specific training requirements.

29 CFR 1926.760(a)(1): Except as provided by paragraph (a)(3) of this section, each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level shall be protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems or fall restraint systems. (a) Construct Cover Over Hazmat Storage Lot (Project BP1501R), MCMWTC, Bishop - Employee(s) engaged in steel erection activities were not protected from fall hazards as required. Specifically, two employees were observed working at heights above 15 feet without being tied off exposing them to fall hazards.
