29 CFR 1910.119(d)(2)(i): Process safety information pertaining to the technology of the process did not include the elements specified in 29 CFR 1910.119(d)(2)(i)(A) through (E):  (a) Throughout the process area, on or about October 31, 2016 and at times prior to, the block flow diagram for the overall process (Figure 2:  Tifton Block Flow Diagram dated July 14, 2011) was inaccurate in that it did not include the presence of the liquid nitrogen system and instead referred to the presence of four (4) separate bottled nitrogen locations, resulting in a chemical hazard.

(a)  In the canning building, on or about February 8, 2017, and at times prior to, the employer did not perform and document a pre-start safety review with regards to the addition of a "small canning" line that was added to the covered process in 2015 exposing employees to a chemical hazard.

(a) In the canning building, on or about February 8, 2017 and at times prior to, the employer did not update process safety information regarding the addition of a "small canning" line that was added to the covered process in 2015 exposing employees to a chemical hazard.  The employer failed to document information such as, but not limited to:  materials of construction, piping and instrumentation diagrams, electrical classification, relief system design and design basis, design codes and standards employed, material and energy balances, safety systems, and compliance with recognized and generally accepted good engineering practices.
