29 CFR 1910.106(e)(2)(ii)(b)(2): The quantity of liquid stored outside of an inside storage room or storage cabinet in a building or in any one fire area of a building exceeded 120 gallons of Category 2, 3, or 4 flammable liquids in containers.  a) On or about November 8, 2016 or prior thereto:  Adjacent to the spray rooms the employer stored ML Campbell Lacquers, including model numbers HPW8121, HPW8088 and HPW8035, in a quantity that was approximated at over 250 gallons.   The lacquers are Category 2 Flammable Liquids and were stored outside of a storage room or cabinet.  NOTE:   Abatement certification is required for this item.

29 CFR 1910.134(d)(1)(iii): The employer did not identify and evaluate the respiratory hazard(s) in the workplace; this evaluation did not include a reasonable estimate of employee exposures to respiratory hazard(s) and an identification of the contaminant's chemical state and physical form.   a) On or about November 8, 2016, or prior thereto:  The employer had not conducted an airborne assessment for employee exposure during use of such products including ML Campbell Lacquers with model numbers HPW8121, HPW8088 and HPW8035.   The lacquers are Category 2 flammables with organic solvents such as n-Butyl Acetate, Ethanol, 2-Propanol, 1-Butanol, and Acetone.   The employer utilized 1/2 face 3M cartridge respirators during spray painting activities with these lacquers.  The employer maintained a respiratory protection program that includes fit testing and medical evaluations.  NOTE:  Abatement certification is required for this item.
