29 CFR 1910.147(c)(1): The employer did not establish a program consisting of an energy control procedures and employee training to ensure that before any employee performed any servicing or maintenance on a machine or equipment where the unexpected energizing, start up or release of stored energy could occur and cause injury, the machine or equipment would be isolated, and rendered inoperative in accordance with 29 CFR 1910.147(c)(4): Pasteurizing Department - On or about October 26, 2016, employees were required to perform maintenance and/or service such as, but not limited to, replacing and/or repairing drive chains and sprockets on the Pasteurizer Machine No. 4, carriage return system. The employer did not establish an energy control program consisting of energy control procedures and employee training to ensure that equipment including, but not limited to, the Pasteurizer Machine No. 4 would be isolated and rendered inoperative during servicing and/or maintenance. Employees were thereby exposed to the hazards associated with moving and/or rotating parts.
