Location: 8th Street and martin Blvd., Jersey City, NJ.  a) The employer permitted the use of Komatsu backhoe that was transporting PVC pipe with the arm raised close to a live power line that was struck; the live power line was at least 120V-220V; on or about 10/20/16.
