29 CFR 1910.119(j)(4)(ii) Inspection and testing procedures did not follow recognized and generally accepted good engineering practices. a) Evaporative condenser grouping, the employer did not document that piping complied with the requirements of RAGAGEP, such as IIAR Bulletin 109, IIAR Bulletin 110, and NBIC Part 2, to prevent corrosion which may lead to leaks and expose employees to releases of anhydrous ammonia. Several sections of horizontal runs and a vertical run of the piping that was part of the purge system had dark brown visible corrosion, on or about, November 14, 2016. b) Evaporative condenser grouping, the employer did not document that piping complied with the requirement of RAGAGEP, such as IIAR Bulletin 109, IIAR Bulletin 110, NBIC Part 2, and OEM guidelines, to prevent corrosion which may lead to leaks and expose employees to releases of anhydrous ammonia. The two Frick evaporative condensers had scale and deposits which covered the coil inlet and outlet pipes where they passed through the unit casings, which prevented a visual inspection of the surface of the pipes in those specific areas, on or about November 14, 2016. ABATEMENT CERTIFICATION REQUIRED
