29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b):  a. Employees installing roofing shingles at elevations of 6 feet or more above the ground are not being protected from fall hazards by a fall protection system.  The employer fails to assure effective protection against falls as required by this standard, as demonstrated on November 14, 2016, when employees installing roofing shingles on a 7:12 pitch roof at a residential structure located at 2435 Glade Springs Drive - Lot 324, Jacksonville, FL 32246, were exposed up to a 14 feet fall hazard above the ground in that they were not using any type fall protection system.   Roofing Labor, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1109311, citation number 01, item number 002 and was affirmed as a final order on February 17, 2016, with respect to a workplace located at 11455 Lownesboro Drive, Jacksonville, FL 32259.  Roofing Labor, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1138879, citation number 01, item number 002 and was affirmed as a final order on May 25, 2016, with respect to a workplace located at 5454 Robert Scott Drive North, Jacksonville, FL 32207.
