29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with:  (i)  At least one handrail; and   (ii)  One stairrail system along each unprotected side or edge.    Employees were exposed to fall hazard during construction activities when using the newly installed spiral stair:  a) There was no hand rail along the stairs going from 4fl to 5fl where there is a wall on both sides of the stair.   b) There were unprotected stair edges/ openings where the spiral stair is offset from the wall 12 to 15 inches;  these openings required stair-rail protection or covers.     Location: 125 E 70th Street, New York, N.Y.    On or about 11/16/2016    NOTE: THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT CERTIFICATION FOR THIS ITEM IN ACCORDANCE WITH 29 CFR 1903.19.
