Except as otherwise provided in paragraph (b) of this section, each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system.     On 11/29/2016, employees from Metro Roofing were installing roofing materials on a roof of a commercial building located at 2503 Technology Drive in OFallon, MO.  The foreman and four employees were installing roofing materials on the roof, which was approximately twelve feet above the ground, without the proper use of guardrail systems, safety net systems, or personal fall arrest systems or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system.      Metro Roofing Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(10), which was contained in OSHA inspection number 927114, citation number 01, item number 01 and was affirmed as a final order on 9/17/2013, with respect to a workplace located at 6105 Mexico Road, St. Peters MO.
