29 CFR 1926.452(w)(2): Scaffold casters and wheels were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner: Location: 101 Columbia Rd., Morristown, NJ (Building 14, 4th Floor) a) An employee engaged in asbestos abatement activities from a Baker Scaffold did not ensure the wheels were locked to prevent movement. The baker scaffold tipped over when the employee attempted to move the scaffold without descending from the scaffold's platform ; on or about 12/7/16. Pal Environmental Services was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.452(w)(2), which was contained in OSHA inspection number 956614, citation number 1, item number 1 and was affirmed as a final order on 3/26/14, with respect to a workplace located at 389 Interplace Parkway, Parsippany, NJ.
