29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards:Note:  Toeboards are only required when persons can pass, there is moving equipment or there is equipment with which falling materials could create a hazard.  a)    On or about 12/13/2016, Line #14 Depends Machine platform had a two step stool on it along with a perforated steel plate platform that took away from the protective value of the standard guard railings that were provided when employees worked an additional 27" to 34" above the grated platform by the machine. Employees standing on the steel plate were approximately 5' off the floor with little protection afforded by the standard guard rail on the platform.
