At the southwest of the building, employees installing a stairway used two portable hand grinders without guards exposing them to struck-by and amputation hazards:            a.  DeWalt portable grinder with 4 1/2 abrasive wheel, and                   b.  Ryobi portable grinder with 4 1/2 abrasive wheel.
