OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees exposed struck by hazards    The employer is failing to protect employees from struck-by hazards associated with moving vehicles when assisting in the installation and set-up of a natural gas booster compressor.  This was most recently documented on or about December 13, 2016, at the Colt Energy Incorporated jobsite located between 22000 and 23000 Labette County Road and Brown Road, Cherryvale, Kansas, where the following policies, processes, and equipment were not in place:    a)	Vehicles with obstructed view to the rear were not equipped with audible backup alarms.  Alternative but equally effective means, such as the use of an observer / signal person, were not required per the employers transportation safety program and were not provided.     b)	The employers transportation safety program did not address the use of high visibility clothing to increase visibility when working near and around vehicles and equipment and on roadways.  High visibility clothing was not available to employees.    c)	The employers transportation safety program did not address the use of traffic warning signs or other equally effective means to alert oncoming motorist of work occurring on or along the roadway.  Employees were not provided training regarding what actions to take when the jobsite activities extended onto or along the roadway.  Traffic warnings signs or other equally effective means were not available.    d)	The employers transportation safety program did not specifically address procedures and plans to minimize the backing of vehicles and equipment in areas where personnel may be in near proximity.      AMONG OTHER METHODS, A FEASIBLE AND ACCEPTABLE METHOD TO CORRECT THIS HAZARD IS:    a)	Equip all vehicles with obstructed view to the rear with audible backup alarms and/or require and provide an observer / signal person to signal when it is safe to back up the vehicle.    b)	Enhance the current transportation safety program to address the use of high visibility clothing to increase visibility when working near and around vehicles and equipment and on roadways.  Ensure the availability and use of high visibility clothing when working near and around vehicles and equipment and on roadways.      c)	Enhance the current transportation safety program to address the use of traffic warning signs or other equally effective means to alert oncoming motorist of work occurring on or along the roadway.  Provide employees training regarding what actions to take when the jobsite activities extended onto or along the roadway.    d)	Enhance the current transportation safety program to specifically address procedures and plans to minimize the backing of vehicles and equipment in areas where personnel may be in near proximity.
