29 CFR 1926.200(g)(1): Construction areas shall be posted with legible traffic signs at points of hazard.    1) Jobsite: The employer did not ensure that proper traffic signs were in place to warn vehicular traffic of work being done in the area, thus exposing employees to struck by hazards. Condition was observed on or about 13 JAN 2017.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge 6 feet or more above a lower level was not protected from falling by the use of a guardrail system, safety net system, or personal fall arrest system.      1) Jobsite: An employee engaged in the installation of a new sign and working from the roof rack of a work van was exposed to fall hazards greater than 6 feet without the use of a fall protection system. Condition observed on or about 13 JAN 2017.    2) Jobsite: An employee engaged in the installation of a new sign got off of a flat roof by means of a bucket lift without fall protection in place. Condition was observed on or about 13 JAN 2017

29 CFR 1926.503(a)(1): The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards.      1) Jobsite: Employees assisting with the installation of a new sign were not provided fall protection training by the employer. Noted on or about 13 JAN 2017.

29 CFR 1926.21(b)(2): The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury.  1) Jobsite: The employer did not properly instruct each employee in the recognition, avoidance and means to mitigate hazardous conditions encountered at the worksite. The employees were engaged in the installation of a new sign while using a bucket hoist without the proper training, thus exposing the employees to fall hazards and struck by hazards. Noted on or about 13 JAN 2017.
