29 CFR 1926.451(g)(4)(i): Guardrail systems shall be installed along all open sides and ends of platforms. Guardrail systems shall be installed before the scaffold is released for use by the employees other than erection/dismantling crews. On 1/6/2017, Employees from Continental Construction Erection Inc. were installing metal support beams to a steel structure of a commercial building located at 17481 North Outer Forty Road, Chesterfield, MO. Employees were operating JLG scissor lifts which did not have the safety latch chains properly installed. Guardrail systems shall be installed along all open sides and ends of platforms.

29 CFR 1926.451(g)(1) Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level. On 1/6/2017, an employee from Continental Steel Erection Inc. was installing a steel beam of a commercial building located at 17481 north outer 40, Chesterfield, MO. The employee was on a scissor lift approximately 15 foot above the ground. The employee exited the safety of the guardrail system provided by the scissor lift and stepped onto the midrail of the scissor lift he was operating and placed his other foot onto another scissor lift that was approximately three feet away to assist in installing a 100 lbs. steel beam. When the employee executed this movement he was unprotected by personal fall protection from falling to the lower level.
