No abatement certification or documentation required for this item. For the purpose of this inspection, this employer was determined to be the controlling and correcting employer on the job site. 29 CFR 1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would train each employee in the procedures to be followed to minimize hazards related to ladders and stairways: a) Job Site - Employees were not provided with a training program in recognizing hazards associated with stairway and ladder usage as evidenced by noted hazards such as but not limited to; employees using a stairway that was not provided with a handrail or stair rail and employees were standing on a stairway landing without a guardrail and was exposed to a fall of 16 feet, on or about 01/18/2017. In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the Certification of Corrective Action Worksheet).
