Two employees were observed installing roofing material on a roof with a 3:12 pitch roof without the use of fall protection system. Employees were exposed to a fall height of approximately 8 feet 5 inches.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) For employees working at 315 SW 48th Terrace located in Cape Coral, as observed on or about January 31, 2017. Two employees were observed using an extension ladder to access the upper landing surface with the ladder side rails extended approximately 2 feet above the upper landing surface. Employees were exposed to a fall height of approximately 8 feet 5 inches.
