Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. On or about February 1, 2017 and at times prior thereto, employees were on a roof at a residential construction site at the height greater than 6 (six) feet at 6708 Hilo Drive Benton, Arkansas.  The employees were working with hammer tackers attaching roof membrane on a roof of 7:12 pitch, exposing them to the hazard of falling from the roof.
