29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used. Crossbraces were used as a means of access. On or about February 8, 2017, workers were installing stone on the commercial building under construction working from a three tiered tubular welded scaffold that did not have a ladder for access, exposing the workers to a fall hazard. The Eagle Plastering, Inc. company was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451 (e)(1), which was contained in OSHA inspection number 979514, citation number 1, item number 1 and was affirmed as a final order on July 9, 2014, with respect to a workplace located at 8514 Highway 151, San Antonio, TX 78251.
