The worker was exposed to a struck by hazard.

The workers were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measures.  The workers were exposed to a fall hazard.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  JOB SITE: 1739 Dunklin Street, Cape Girardeau, MO 63701, on or about 2/8/2017, two workers were observed on a Werner Aluminum Extension Ladder, Model: D1116-2, Type III, 200lb load capacity, to climb off the roof.  The ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface.  The workers were exposed a fall hazard.
