29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   (a) In Waverley Housing Development, Lot #175, on or about and at times preceding to February 9, 2017, employees were exposed to fall hazards of up to 18 feet during framing activities on the 2nd level of a residential home.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  (a) In Waverly Housing Development, Lot #175, on or about and at times preceding to February 9, 2017, employees who were exposed to fall hazards while conducting wood framing of a residential home were not trained in fall prevention procedures.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  (a) Waverly Housing Development, Lot #175, on or about February 9, 2017, the portable metal ladder used to access the 2nd story windowextended 1 foot beyond the window frame, exposing employees to a fall hazard.
