29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  a) Worksite located at Protech Powder Coatings Inc., 21 Audrey Place, Fairfield,NJ  The employer did not implement a written hazard communication program for employees working as production operators performing extrusion, mixing or batchmaking activities and exposed to hazardous chemicals such as, but not limited to, 1,2,4-Benzeneticarboxylic anhydride found in polyester resin and combustible dust found in the dust collectors.  The employees did not receive general hazard communication training.  Violation occurred on or about 02/27/2017.

29 CFR 1910.132(d)(1): The employer did not assess the workplace to determine if hazards are present, or are likely to be present, which necessitate the use of personal protective equipment (PPE):  a) Worksite located at Protech Powder Coatings, Inc., 21 Audrey Place, Fairfield, NJ  The employer did not perform a hazard assessment to identify potential hazards to workers performing extrusion, batchmaking and mixing activities.  Violation occurred on or about 02/22/2017.  Express Services, Inc dba Express Employment Professionals was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.132(d)(1), which was contained in OSHA inspection number 1116013, citation number 1, item number 1 and was affirmed as a final order on 05/17/16 with respect to a workplace located at Wei-Chaun USA Inc., 80 Amity St., Jersey City, NJ.
