29 CFR 1910.138(b): The employer did not base the selection of the appropriate hand protection on an evaluation of the performance characteristics of the hand protection relative to the task(s) to be performed, conditions present, duration of use, and the hazards and potential hazards identified:    (a)  Todd's Welding Service DBA RDI Welding Fabrication, at 1560 River Road, Fruita, CO 81521: On and preceding 2/22/2017, the employer did not base the selection of the appropriate hand protection on an evaluation of the performance characteristics of the hand protection relative to the task(s) to be performed, conditions present, duration of use, and the hazards and potential hazards identified.  Employees sprayed Amercoat 450 S Cure (containing hexamethylene diisocyanate), tintable vinyl acrylic primer (containing n-butyl acetate ) and acrylic modified alkyd enamel (containing n-butyl acetate and xylene) on steel.  Employees wore latex exam gloves while performing finishing operations and when cleaning their spray guns . Employees were exposed to chemical hazards.

29 CFR 1910.1200(e)(1): Employer had not developed, implemented or maintained at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g) and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training will be met:  (a)  Todd's Welding Service DBA RDI Welding Fabrication, at 1560 River Road, Fruita, CO 81521: On and preceding 2/22/17,  the employer had not developed, implemented or maintained at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f) and (g) of this section for labels and other forms of warning, and safety data sheets will be met. PPG Industries, Inc ACRYLIC MODIFIED ALKYD ENAMEL (containing n-butyl acetate and xylene).

This condition exposed employees to respiratory hazards.
