29 CFR 1910.138(b): The employer did not base the selection of the appropriate hand protection on an evaluation of the performance characteristics of the hand protection relative to the task(s) to be performed, conditions present, duration of use, and the hazards and potential hazards identified: (a) Todd's Welding Service DBA RDI Welding Fabrication, at 1560 River Road, Fruita, CO 81521: On and preceding 2/22/2017, the employer did not base the selection of the appropriate hand protection on an evaluation of the performance characteristics of the hand protection relative to the task(s) to be performed, conditions present, duration of use, and the hazards and potential hazards identified. Employees sprayed Amercoat 450 S Cure (containing hexamethylene diisocyanate), tintable vinyl acrylic primer (containing n-butyl acetate ) and acrylic modified alkyd enamel (containing n-butyl acetate and xylene) on steel. Employees wore latex exam gloves while performing finishing operations and when cleaning their spray guns . Employees were exposed to chemical hazards.

Employees performed welding and spray finishing tasks. The employer had not developed a written hazard communication program with regards to labeling and safety data sheets related to hazardous chemicals in their work area, including but not limited to the following: 1. Welding fume; 2. PPG Industries, Inc AMERCOAT 450 S CURE (containing hexamethylene diisocyanate); 3. PPG Industries, Inc TINTABLE VINYL ACRYLIC PRIMER (containing n-butyl acetate );and 4.
