29 CFR 1926.1402(c)(1): The employer did not ensure that ground preparations necessary to meet the requirements in paragraph (b) were provided:    a) On or about February 27, 2017, on the east side of building E1, an employee operating a LinkBelt, RTC 80100, 100-ton mobile crane, was exposed to a tip over-hazard when operating the crane on soil that was not firm.      b) On or about February 27, 2017, on the east side of building E1, employees working were exposed to a crushed-by hazard from a LinkBelt, RTC 80100, 100-ton mobile crane that was being operated on soil that was not firm.
