29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    On or about March 9th 2017, at the jobsite located at NW 102nd Ave and 74th Street, an employee was observed working at the edge of a ledge, approximately 7 feet above grade, without using any method of fall protection.

29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step:    On or about March 9th 2017, at the jobsite located at NW 102nd Ave and 74th Street, an employee was exposed to a fall hazard of approximately 11 feet as he worked from the top step of a stepladder that was at the edge of an unguarded ledge.
