29 CFR 1926.501(b)(13): Employee(s) engaged in residential construction 6 feet (1.8 m) or more above lower levels were not protected from falling by the use of guardrail systems, safety net systems or personal fall arrest systems nor was an alternative fall protection plan which meets the requirements of 1926.502(k) developed and implemented: On or about March 15, 2017, employees were replacing the roof on the residential apartment complex up to approximately 30 feet high without using fall protection, exposing the employees to a fall hazard.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards: On or about March 15, 2017, employees were replacing the roof on the residential apartment complex under construction up to approximately 30 feet high without receiving fall protection training from the employer, exposing the employees to a fall hazard.
