29 CFR 1926.416(a)(1): No employer shall permit an employee to work in such proximity to any part of an electric power circuit that the employee could contact the electric power circuit in the course of work, unless the employee is protected against electric shock by deenergizing the circuit and grounding it or by guarding it effectively by insulation or other means. a. On or about March 23, 2017 - at the above addressed jobsite, employees were required to access / egress a roof top in close proximity to a residential electrical utility Service lateral / Service Drop. Employees were thereby exposed to electrical burns / shock. b. Employees were observed working above or around a residential electrical utility Service lateral / Service Drop at the time of inspection. Employees were thereby exposed to electrical burns / shock. c. At the time of inspection, there existed a "toe board" affixed to the roof directly behind the residential electrical utility Service lateral / Service Drop, showing previous exposure to the installing employee. There is no abatement certification or documentation required for this item.

29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. On or about March 23, 2017, employees performing residential roofing installation operations at a residential property were exposed to a 8' foot fall hazard when the employer failed to ensure fall protection was utilized. No abatement certification or documentation is required for this item.
