29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    Construction Site: On or about March 22, 2017; one employee was observed working on a wall without utilizing the fall protection equipment he was wearing, he did not connect his lanyard to an anchor. This condition exposed the employee to a fall hazards.       Sol Contractors Inc. was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.501(B)(1), which was contained in OSHA inspection number 1141169, citation number 01, item number 002 and was affirmed as a final order on July 7, 2016, with respect to a workplace located at 7680 N. Loop Dr. El Paso, TX 79915.

29 CFR 1926.503(c)(3): Inadequacies in an affected employee's knowledge or use of fall protection systems or equipment indicate that the employee has not retained the requisite understanding or skill.    Construction Site: On or about March 22, 2017; the employer did not ensure employee(s) retained the requisite understanding to recognize the hazards of falling. An employee was observed working on a wall without utilizing the fall protection equipment he was wearing. This condition exposed the employee to a fall hazard greater than 6-feet to the ground below.
