29 CFR 1926.502(b)(4): When the 200 pound (890 N) test load specified in paragraph (b)(3) of this section was applied in a downward direction, the top edge of the guardrail deflected to a height less than 39 inches above the walking/working level: (a) On or about March 23, 2017 and at times prior for the employees exposed to fall hazards of over 13 feet from a rail system that deflected to a height of 31 inches at the West Fargo High School 801 Ninth Street East West Fargo, ND.
