29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used.  Crossbraces were used as a means of access.    On or about April 13, 2017 employees performing masonry activities accessed the working level of the pass-through scaffold by climbing the scaffold frame.    The Garneau Construction, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(e)(1), which was contained in OSHA inspection number 1093871, citation number 2, item number 1 and was affirmed as a final order on December 8, 2015, with respect to a workplace located at 530 N Center St, Bloomington, IL 61701.
