29 CFR 1926.1053(b)(1): The portable ladders used for access the roof did not extend at least 3 feet above the upper landing surface, and was not secured at its top to a rigid support that will not deflect and along with a grasping devise to assist employees mounting and dismounting the ladder: a) 221-223 Seventeenth St, Schenectady - on April 18, 2017, and at times prior, 12 ft. Werner aluminum extension ladder did not extend 3 feet above the upper landing surface.
