29 CFR 1926.451(g)(2): Effective September 2, 1997, the employer shall have a competent person determine the feasibility and safety of providing fall protection for employees erecting or dismantling supported scaffolds. Employers are required to provide fall protection for employees erecting or dismantling supported scaffolds where the installation and use of such protection is feasible and does not create a greater hazard. The Samuels Group, Inc. project site located at St. Vincent's Hospital, Green Bay, WI: On and about April 19, 2917, employees dismantling scaffold were exposed to falls when the competent person had not identified suitable anchor points for fall protection which would have made fall protection feasible.

29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. The Samuels Group, Inc. project site located at St. Vincent's Hospital, Green Bay, WI: On and about April 19, 2017, employees were exposed to falls while working in areas of the roof which were not controlled or protected by warning lines or guardrails.
