29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a) 702 East 2nd Street, Waynesboro PA - Employees were observed using an aluminum extension ladder that did not extend at least 3 feet above the landing surface to the building, thereby exposing employees to a fall hazard of approximately 9 feet to the ground below, on or about April 19, 2017. No abatement certification or documentation required.

29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems: (a) 702 East 2nd Street, Waynesboro, PA -The employer did not ensure that employees standing on the roof applying siding to the school exterior wall, were protected from falls, with guard rails, safety nets or personal fall protection, thereby exposing employees to a fall hazard of approximately 9 feet, on or about April 19, 2017. No abatement certification or documentation is required. Bonded Applicators Inc. was previously cited for a violation of this Occupational Safety and Health Standard 29 CFR 1926.501(b)(10), which was contained in OSHA inspection number 942137, citation number 1, item number 2 and was affirmed as a final order on September 21, 2015, with respect to a workplace located at 104 Commerce Avenue, Greencastle, PA 17268.
