29 CFR 1910.36(d)(1): Employees must be able to open an exit route door from the inside at all times without keys, tools, or special knowledge. A device such as a panic bar that locks only from the outside is permitted on exit discharge doors:  South Door: Employees are exposed to becoming entrapped in the event of a fire due to the designated exit door leading to exit discharge could not be opened due to failure of dead bolt to unlock.    THE U.S. DEPARTMENT OF INTERIOR, NATIONAL PARK SERVICE WAS PREVIOUSLY CITED FOR A VIOLATION OF THIS OCUPATIONAL SAFETY AND HEALTH STANDARD, WHICH WAS CONTAINED IN OSHA INSPECTION NUMBER 913208, CITATION 01, ITEM NUMBER 001 AND WAS AFFIRMED AS A FINAL ORDER ON NOVEMBER 12, 2013, WITH RESPECT TO A WORKPLACE LOCATED AT U.S. DEPARTMENT OF INTERIOR, NATIONAL PARK SERVICE, ASH MOUNTAIN NATIONAL PARK, 47050 GENERALS HIGHWAY, THREE RIVERS, CALIFORNIA 93271.
