At the work site, employees used a CAT and a Hyster propane-powered fork lift to move packages and pallets of materials throughout the work site, including the "unknown shippers" work desk area.  The fork lift drivers drove up behind and beside employees who stood at the work desk, leaving materials to be processed and picking up processed materials.
