29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury: Echelon at Monterrey Village Apartment, Building 13: On or about May 3, 2017, and at times prior thereto, employees without fall protection were exposed to a fall hazard greater than 6 feet, while installing roof shingles without being trained on fall hazard recognition.
