29 CFR 1926.452(j)(2): Poles were not secured to the structure by rigid triangular bracing or equivalent at the bottom, top, and other points as necessary:  Building 10, on or about May 3, 2017, employees were exposed to fall hazards to the unpaved ground below when working from a pump jack scaffold that was not secured at the bottom while performing siding work on a apartment building.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   Building 10:  On or about May 3, 2017, employees without fall protection were exposed to fall hazards greater than 6 feet to the unpaved ground below, while installing siding on an apartment building.
