29 CFR 1926.502(h)(1): The employer did not designate a competent person to monitor the safety of other employees and/or did not ensure that the safety monitor complied with the requirements listed in (h)(1)(i) through (h)(1)(v) of this section: (a) Employees engaged in roofing material installation at the commercial construction site located at 8345 Wornall Rd, Kansas City, MO 64131, were exposed to fall hazards in that the employees were not being properly monitored by a competent person, nor were they instructed in the recognition of the hazards associated with the use of a warning line and safety monitor while performing leading edge work.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards: (a) Employees engaged in roofing material installation at the commercial construction site located at 8345 Wornall Rd, Kansas City, MO 64131, were exposed to fall hazards in that the employer failed to train employees on the recognition of the hazards associated with the use of a warning line and safety monitor while performing leading edge work. Employees were not being properly monitored by a competent person during the course of the inspection.
