On or about May 9, 2017 the employer did assure toeboards were erected along the edge of platforms more than 10 feet (3.1 m) above lower levels for a distance sufficient to protect employees below. Employees were cutting light frame metal stud materials on a work bench on the ground and then walking through the scaffold system to install the studs in and along the side of the structure. These employees were not protected from struck by or falling items from above, by toeboards erected along the edge of the working platform of the scaffold system above.
